The order is the one you set on the page, not the order the files were chosen in, so check it before you press the button.
Password-protected files cannot be combined until the password is taken off, because their pages are encrypted.

Why can't I add a password-protected PDF?
Protected PDFs are encrypted, so their pages can't be combined with other files. Remove the password first (for example, in the app that created the file), then add it again.
Are bookmarks and fillable form fields kept?
Not always. Every page will look the same, but bookmarks from the original files are not kept, and fillable form fields may stop being fillable.
